The Air Force and AAFES required planning for new retail and restaurant facilities on Barksdale Air Force Base. A ten-year build-out phased construction plan was developed to meet the Air Force goals of bringing Base amenities up to competitive levels with off-base facilities, to keep personnel and spending close to home.
